IMPORTANT: Anytime you must provide your SSN for your Ameriflex accounts, please use your City of Los Angeles Employee ID number instead. These instances include when you contact Amerflex, submit forms, and log into your Ameriflex Participant Portal.
Welcome City of Los Angeles Members of the Tax-Advantaged Spending Accounts. As of January 1, 2025, Ameriflex is the provider for the Healthcare Flexible Spending Account (FSA) and the Dependent Care Account (DCA).
Tax-advantaged spending accounts allow you to set aside pre-tax dollars from your paycheck to reimburse yourself for a wide range of eligible medical expenses. To ensure that you can view transactions and account activity, review and update any account information, and file claims for reimbursement online, register your account in the Ameriflex Participant Portal.
To register your account in the portal, navigate to the Ameriflex Participant Portal log in page, click the New user registration link in the lower right corner, then follow the prompts. If you have already received your Ameriflex Debit Mastercard®, you may select the Enter your Ameriflex Benefits Card Info option and provide the card details for your verification method. If you select Enter full SSN and Employer Code for your verification method, please provide your City of Los Angeles Employee ID instead of your SSN, and the following City of Los Angeles Employer Code:

Administrative Fee: If you choose to contribute to one of these accounts, a per pay period administrative fee of $1.25 will automatically be deducted from your paycheck each pay period. Only one administrative fee applies if you contribute to more than one account.
Flexible Spending Account (FSA Previously HCFSA)
Your FSA can help you save on out-of-pocket healthcare expenses, pay for your everyday health needs, and cover unexpected medical emergencies. When enrolled in an FSA, you choose the tax-free amount you want to contribute (between $300 and the annual IRS maximum). Even though your contribution is deducted from your regular pay in increments, the total amount will be available on the first day of the plan year to provide a safety net.
You can use your FSA to pay for eligible medical expenses not already covered by insurance for yourself, your spouse, any child you claim as a dependent, and anyone who is your “health plan tax dependent” as defined by the IRS.
FSA Contribution Limit: $3,200
Unused FSA Funds
For any funds that aren’t used within the plan year, there is a grace period available. A grace period is a 2.5-month period that immediately follows the end of the plan year in which you can submit claims for reimbursement using the remaining funds from the previous plan year. This means any remaining funds must be used by March 15th of the new plan year, and claims for any expenses incurred between January 1st and March 15th of the new claim year must be filed by April 30th. Otherwise, the remaining funds from the previous plan year will be forfeited.
Eligible Expenses
Your FSA funds can pay for expenses such as:
- Deductibles
- Copays
- Prescriptions
- Orthodontia
- Teeth cleaning
- LASIK
- Glasses and contact lenses
- Band-aids
- Sunscreen
- Over-the-counter medicine
- Feminine menstrual care

Dependent Care Account (DCA Previously DCRA)
Your DCA can help to make daycare, nursery school, and elder care more affordable while saving you hundreds of dollars by reducing your taxable income. When enrolled in a DCA, you may contribute up to the annual IRS maximum; however, unlike an FSA, DCA funds can only be used as they are deposited into your account. To keep you from submitting claims for expenses that might recur every month, you may set up a recurring dependent daycare claim at the beginning of the year and get automatically reimbursed every pay period.
DCA Contribution Limits:
For single taxpayers OR married couples filing jointly: $5,000
For married couples filing separately: $2,500
Dependent Care Criteria
You can use your DCA funds to pay for childcare or other eligible care expenses for a child dependent under the age of 13 or dependents who are unable to care for themselves. Additionally, you and your spouse must be employed or full-time students and the amount to be reimbursed cannot be greater than you or your spouse’s income, whichever is less.

Your DCA funds reimburse you for care that enables you to go to work, go to school full-time, or look for work full-time. Your DCA funds can pay for expenses such as:
- Tuition for a licensed daycare facility
- Preschool and nursery school
- Before-school and after-school programs
- Elder care
- Summer day camps
- In-home dependent care or nanny services

How to File a Claim
Your Ameriflex Debit Mastercard(R) will be your first line of defense, as a card swipe is technically submitting a claim. However, if you are unable to use your card, you will have to pay the expense out-of-pocket first and then file a claim for reimbursement. You can file a claim to reimburse yourself or your provider via the Ameriflex Participant Portal or fill out a Spending Account Claim Form and submit it via one of the form’s listed methods.
